Rising damp involves ground water being drawn up through pores in the infrastructure. Generally speaking, this type of damp doesn't appear above 1.5m.

The ground water can deteriorate the existing plastering on your walls, due to the dissolved mineral salts left behind once the water evaporates.

Penetrating damp can become a problem when the wall in question is below the external ground levels, defects in water proofing systems, and defective pointing. Mould growth is a common way of identifying penetrating damp. Penetrating damp also tends to not dry out and the damp is constant.
